It's a glimpse at what he might have been in a world where the Marines' training didn't take as well as it had, for not only had he become stronger and more capable physically, he had learned discipline and fortitude of the mind. [And he is. It's definitely not an empty sympathy, even though he watches the fire instead of saying it to his face. There's a lot to think about here and the fire is a good backdrop for his thoughts.]
I'm sure you'll find him, or he'll find you. I know Law, even if I don't know yours. He knows you're out here somewhere and he'll do everything he can to bring you back to him safely. Until then, be as strong as you can for him so that when he finds you, you're safe and well and waiting.
